Coverage summary
Azure SQL Database supports two commitment instruments: Reservations (1-yr and 3-yr) and the newly released Azure Database Savings Plan (1-yr only, announced March 2026). Reservations apply to vCore-based tiers and deliver the deepest discounts for stable, predictable workloads. The Azure Database Savings Plan covers infrastructure and software IP costs — not just compute — and is the only commitment option available for Serverless workloads, which previously had zero commitment-based savings.
What is covered: vCore compute costs on General Purpose, Business Critical, and Hyperscale tiers (Reservations). Infrastructure and software IP costs across SQL DB tiers including Serverless (Azure Database Savings Plan). The Database Savings Plan automatically applies across eligible Azure database services each hour.
What is not covered: Storage (billed separately per GB), I/O charges, backup storage, networking. DTU-based tiers (Basic, Standard, Premium) are not eligible for any commitment instrument. Hyperscale named replicas are billed separately and not covered.
Azure Hybrid Benefit
AHB applies. Existing SQL Server licenses with Software Assurance remove the SQL license cost from your bill — saving up to 55% standalone. Combined with a 3-year reservation, total savings can reach ~65–70% vs. pay-as-you-go with license included. AHB stacks with both Reservations and the Azure Database Savings Plan.

Reservation vs. Azure Database Savings Plan
Reservation: Scoped to a specific region, SKU, and tier. Delivers the highest discount ceiling (~33% at 3yr). Best when your SQL DB vCore footprint is stable and predictable. Does not cover Serverless. Available as 1-yr and 3-yr terms.
Azure Database Savings Plan (new — March 2026): Hourly spend commitment, 1-yr term only. Covers infrastructure and software IP costs — broader than the Compute Savings Plan, which excludes software. Flexible — automatically applies across Azure SQL Database, SQL Managed Instance, SQL Database Hyperscale, Serverless, PostgreSQL, MySQL, Cosmos DB, and more. The only commitment instrument that covers Serverless workloads. Up to 35% savings vs. pay-as-you-go.
Key tradeoff: Reservations offer deeper discounts for locked-in architectures; the Database Savings Plan offers flexibility for evolving or multi-engine database estates at slightly lower maximum savings.
Regional availability
Azure SQL Database reservations are available in all commercial Azure regions for vCore-based tiers (General Purpose, Business Critical, Hyperscale). The Azure Database Savings Plan is also available in all commercial regions and applies automatically wherever eligible database spend occurs. Not all hardware generations (e.g., Premium-series memory optimized) are available in every region; the reservation purchase blade in the Azure portal shows availability for your selected region and hardware.
Notable exclusions: Azure Government and Azure China regions have limited reservation support — verify availability in the portal for your specific sovereign cloud subscription.

Archera
Azure SQL Database (vCore tiers) is within Archera's commitment management scope. Archera can automate reservation purchase and right-sizing, monitor utilization, and wrap commitments in a GRI/GSP — eliminating downside risk on over-commitment while preserving the reservation discount. The newly released Azure Database Savings Plan is particularly relevant for customers with Serverless workloads or mixed database estates where flexibility matters more than maximum discount depth.
