Coverage summary
Amazon EMR does not have its own RI or Savings Plan instrument. Instead, EMR clusters run on EC2 instances, and the EC2 layer of the bill (which makes up the majority of EMR cost) is covered by standard EC2 Reserved Instances, EC2 Instance Savings Plans, and Compute Savings Plans. The EMR per-instance surcharge (the "EMR premium" added on top of EC2 prices) is not discounted by any commitment instrument — it always bills at on-demand rates. Effective total savings on an EMR workload committed via EC2 RIs therefore reflects only the EC2 compute portion, not the EMR surcharge.
What is covered: The EC2 instance compute charges underlying EMR nodes (master, core, and task nodes). Standard EC2 RIs, EC2 Instance Savings Plans, and Compute Savings Plans all apply to the EC2 layer of EMR billing automatically when the instance type matches.
What is not covered: The EMR per-instance-hour service surcharge (billed on top of EC2 prices; not discountable), EMR Serverless application-hour charges, EMRFS S3 data access, data transfer, EBS storage attached to EMR nodes, and any third-party software license costs (e.g., Hadoop, Spark are open source; but some EMR configurations include licensed software).
RI types (via EC2)
EMR commitment coverage is inherited entirely from EC2 Reserved Instances and EC2 Savings Plans — there is no EMR-native commitment instrument. The same EC2 RI rules apply: Standard RIs provide up to ~72% discount (3-yr All Upfront) on the EC2 compute layer; Compute Savings Plans provide up to ~66%. The EMR service surcharge on top is not discounted.

Regional availability
Commitment scope: EC2 Regional RIs apply across all AZs within a region for the matching instance family; Compute Savings Plans are region-flexible and apply automatically across EC2 (any family, any region), Fargate, and Lambda.
EMR on EC2 is available in all commercial AWS regions where both EMR and the chosen EC2 instance families are available. EC2 Reserved Instances and Compute Savings Plans that cover the EMR underlying EC2 layer are broadly available across all standard regions.
Partition notes: GovCloud (us-gov-) regions support EC2 Reserved Instances that cover EMR nodes, but Savings Plans cannot be purchased directly from GovCloud accounts — they must be purchased from a linked standard account. Savings Plans are not available in China (cn-) regions; EC2 RIs are still available for China regions to cover EMR node compute.

Archera
Amazon EMR is within Archera's commitment management scope via EC2 RI coverage. Archera can automate EC2 Reserved Instance and Savings Plan purchases that cover EMR on-EC2 cluster nodes, monitor utilization across instance types used by EMR, and wrap commitments in a GRI/GSP — eliminating downside risk on over-commitment. Note that the EMR service surcharge is excluded from RI discount coverage; Archera's commitment optimization applies only to the underlying EC2 compute component.
